What Just Happened

On November 10th, 2025, Congress voted on a spending bill that includes a THCA ban. The bill redefines legal hemp to exclude products with more than 0.4 milligrams of total THC per container.


To put that in perspective: a typical THCA pre-roll contains 200+ milligrams of THCA. A standard Delta-9 gummy has 10 milligrams. The new limit is 0.4 milligrams for an entire jar, bottle, or package.


This effectively ends the intoxicating hemp market as we know it.


What Products Are Affected

The ban targets all intoxicating hemp products including:

  • THCA flower and pre-rolls

  • Delta-8 THC products

  • Delta-9 THC gummies and edibles

  • HHC and THC-P products
